The South Africa attestation process depends on the document type and country where it will be used. Matric certificates require verification by Umalusi or the Department of Basic Education, depending on when they were issued. Private documents, such as Powers of Attorney, require notarisation and High Court authentication before DIRCO authentication where required.

Completed South African tertiary qualifications must first be verified by SAQA. The original SAQA verification letter is then submitted to DIRCO for authentication.

For South African documents to be used in the UAE, the process continues after South African authentication with attestation by the UAE Embassy in Pretoria and the UAE Ministry of Foreign Affairs (MOFA). The UAE Embassy in Pretoria also provides Digital Attestation for eligible documents.

South Africa Attestation Process

The South Africa attestation process depends on the document type and country where you will use it.

  1. Verification in South Africa: SAQA verifies tertiary qualifications. Umalusi or the Department of Basic Education verifies National Senior Certificates, depending on the issue date. A South African Public Notary notarises private documents such as Powers of Attorney.
  2. DIRCO or High Court authentication: DIRCO authenticates eligible public documents after the required verification. The relevant High Court authenticates private documents before DIRCO authentication where required.
  3. Embassy or Consulate attestation: The Embassy or Consulate of the destination country attests the authenticated South African document.
  4. Destination Ministry of Foreign Affairs: The destination country’s Ministry of Foreign Affairs completes the final attestation where required.

For eligible South African documents used in the UAE, the UAE Embassy in Pretoria provides a Digital Attestation service that combines UAE Embassy and UAE MOFA attestation in one application.

DIRCO Walk-In Changes From September 2026

DIRCO has announced an important change to its Legalisation Section.

From 1 September 2026, DIRCO will discontinue walk-in legalisation services and assist only clients with confirmed bookings.

Until 31 August 2026, a limited number of walk-in applicants may still be accommodated each day.

This change makes it more important to plan document verification and legalisation before an employment, residency or company deadline.

South Africa Degree Certificate Attestation

Employers, professional licensing bodies and immigration authorities may ask for South Africa degree certificate attestation when you use your qualification abroad. DIRCO does not authenticate the original university degree certificate directly. SAQA must first verify the completed South African tertiary qualification. SAQA must verify a South African degree before DIRCO authenticates the original SAQA verification letter. The process includes:
  1. SAQA verifies the completed tertiary qualification.
  2. DIRCO authenticates the original SAQA verification letter.
  3. The destination country’s Embassy or Consulate completes its attestation where required.
  4. The destination country’s Ministry of Foreign Affairs completes the final attestation where required.
SAQA’s individual verification service covers registered South African qualifications. It does not cover short courses, foreign qualifications or professional designations. Matric and National Senior Certificate Attestation

Matric certificates follow a different verification process from university degrees. Umalusi verifies National Senior Certificates and equivalent certificates issued after November 2008. The Department of Basic Education verifies certificates issued before November 2008. The responsible authority depends on the qualification:

  • Umalusi verifies National Senior Certificates and Matric certificates issued after November 2008.
  • The Department of Basic Education verifies older school certificates, school reports and transfer documents.
  • Umalusi verifies N3 certificates.
  • The Department of Higher Education and Training verifies N4, N5, N6 and National Diploma records.
  • QCTO or the relevant SETA verifies trade and occupational certificates.

South African Birth Certificate Attestation

You may need South African birth certificate attestation for family residency, dependent visas, immigration, citizenship matters, school registration or another official purpose abroad. DIRCO accepts qualifying original birth certificates issued, signed and stamped by the Department of Home Affairs. DIRCO does not accept a certified photocopy as a replacement when it requires the original public document. Check the authorised signature and official stamp before submitting the certificate. Older documents may cause delays if DIRCO cannot verify the issuing official’s signature in its records.

South African Marriage Certificate Attestation

You may need South African marriage certificate attestation for a spouse visa, family residency, immigration, sponsorship, insurance, inheritance or another official application abroad. DIRCO requires the original unabridged marriage certificate issued by the Department of Home Affairs. DIRCO does not accept a marriage certificate issued only by the marriage officer for legalisation. The receiving authority may also request the marriage certificate when your passport name differs from the name shown on your degree or another supporting document.

South African Police Clearance Certificate Attestation

You may need a South African Police Clearance Certificate for employment, residency, immigration, professional licensing or another official procedure abroad. The South African Police Service must issue, sign and stamp the original Police Clearance Certificate. DIRCO accepts only an original South African Police Clearance Certificate that is no more than six months old. DIRCO does not accept a certified photocopy as a replacement for the original certificate. Start the remaining attestation stages before the six-month validity period expires.

Letter of No Impediment Attestation

A Letter of No Impediment confirms a person’s marital status. A South African national may need this letter when planning to marry abroad. The Department of Home Affairs Head Office in Pretoria must issue, sign and stamp the original letter for DIRCO legalisation. DIRCO does not accept Letters of No Impediment issued by regional Home Affairs offices. A South African Letter of No Impediment remains valid for six months from its issue date. Check the issue date before starting the remaining attestation stages.

Power of Attorney and Private Document Attestation

Powers of Attorney, affidavits, private agreements and employment contracts follow a different process from public documents. A South African Public Notary first witnesses, certifies or notarises the document. The Registrar of the High Court in the same jurisdiction then verifies the notary’s signature and seal. The destination country determines the next stage:

  • For a Hague Apostille Convention country, the relevant High Court issues the Apostille. Do not send the High Court Apostille to DIRCO for another Apostille.
  • For a country that does not use the Apostille Convention, the High Court authenticates the document before DIRCO completes further authentication. The relevant Embassy or Consulate then completes its attestation where required.
Following the correct process prevents unnecessary submissions and delays.

UAE Embassy Pretoria Digital Attestation

The UAE Embassy in Pretoria offers Digital Attestation for South African documents used in the UAE. One online application covers both UAE Embassy attestation and UAE Ministry of Foreign Affairs (MOFA) attestation. Eligible documents must first complete the required South African verification and DIRCO authentication.

Most Digital Attestation requests are completed within 2–3 business days, and the original physical document is required for courier collection.

The Pretoria service also covers eligible documents issued in Botswana, Lesotho and Namibia after authentication by the relevant national authority. Commercial Invoices and Certificates of Origin are processed separately through MOFA eDAS 2.0.
