Market Overview: UAE Construction Industry

Current Market Size and Growth

  • Market Value: The UAE construction sector is valued at approximately USD 90 billion. Dubai’s construction industry grew 6.2% in 2025 and is projected to maintain 4% annual growth through 2029.
  • Dubai 2040 Master Plan: Driving unprecedented demand for licensed contractors across residential, commercial, infrastructure, and mega-project development.
  • Government Initiatives: Vision 2030, Expo City legacy projects, Mohammed Bin Rashid City, Dubai Creek Harbour, and Abu Dhabi’s Saadiyat Island cultural district create sustained contractor demand.
  • Law No. 7 of 2025: Effective 15 January 2026, this new contractor licensing law raises the bar for professional standards, creating opportunities for compliant contractors and raising barriers for non-compliant operators.
  • 100% Foreign Ownership: Available for most mainland construction activities since the 2021 Commercial Companies Law reform.

Types of Construction Businesses in UAE

Building Contracting

Description: Construction of villas, low-rise, mid-rise, and high-rise buildings. The most common construction license category covering residential towers, commercial buildings, villa complexes, and mixed-use developments.

Regulatory Considerations: Requires Dubai Municipality contractor classification (Grade 5 through Special). Classification determines maximum building height: G+1 for villas, G+4 for mid-rise, G+12 for high-rise, Unlimited for skyscrapers.

Civil Engineering Contracting

Description: Infrastructure projects including roads, bridges, tunnels, drainage systems, and underground utilities. Often involves government contracts.

Regulatory Considerations: Specific classification in civil engineering categories. Demands experienced civil engineers, project portfolios, and equipment capabilities. Additional approvals from RTA and DEWA for infrastructure works.

MEP Contracting (Electromechanical)

Description: HVAC systems, electrical installations, plumbing networks, fire protection and fire alarm systems. Essential for every building project.

Regulatory Considerations: Separate classification from building contracting. Requires specialist MEP engineers. Civil Defence approvals mandatory for fire protection systems.

Finishing, Decoration & Fit-Out

Description: Interior finishing, painting, flooring, false ceilings, partitions, shop fitting. Lighter technical requirements than building contracting.

Regulatory Considerations: Lower entry barrier: can start with maintenance/repair classification. Popular entry point for new construction entrepreneurs.

Specialised Contractors

  • Steel Structures: Structural steel fabrication and erection for buildings, warehouses, industrial structures.
  • Demolition: Controlled demolition using manual, mechanical, or explosive methods.
  • Waterproofing & Insulation: Basement waterproofing, roof insulation, thermal protection, tanking systems.
  • Landscaping & Hard Landscaping: Garden design, irrigation systems, paving, outdoor recreation areas.

How to Start a Construction Company in UAE?

Step-by-Step Process to Start a Construction Company in Dubai

Step 1: Business Planning & Specialisation Selection

Define your construction specialisation (building contracting, civil, MEP, fit-out, demolition, etc.). Create a detailed business plan including target market, project types, financial projections, and equipment strategy. Your specialisation determines the DET activity code and Dubai Municipality classification category.

Step 2: Company Registration & Initial Approval

Choose your legal structure (LLC recommended). Reserve a unique trade name through DET. Submit shareholder documents and obtain the Initial Approval Certificate. For mainland construction LLCs, the name must end in ‘LLC’ or ‘Limited Liability Company’.

Step 3: Engineer Credential Processing (Start Immediately)

This is the step that separates construction from every other business activity. It involves three sequential requirements for every engineer on your team:

a) MOE/MOHESR Equivalency Certificate: Mandatory for all engineers with foreign degrees. Submit degree for DataFlow Primary Source Verification (approximately 30 days), then apply through MOHESR for the Certificate of Recognition (15–35 working days). Without this, the engineer’s degree is not officially recognised in the UAE.

b) Society of Engineers (SOE) Card: Every engineer practising in the UAE must hold a valid SOE membership card. Requirements: bachelor’s degree attested by MOFA, MOE equivalency certificate (for foreign degrees), Emirates ID, passport, experience certificates (minimum 3 years for degree holders). Register online at soeuae.ae and present original documents in person at the SOE office. SOE membership is a prerequisite for the Municipality exam.

c) Dubai Municipality Engineering Exam: Register through the DEQ Smart portal (deqsmart.com) using UAE Pass. Computer-based test of 25 MCQs in 60 minutes. Exam fee: AED 400. Categories: G+1 (3 years experience for degree), G+4 (5 years), G+12 (7 years), G+Unlimited (10+ years). Original degree, SOE card, and experience certificates verified at test centre. Results within 30 minutes.

Step 4: Dubai Municipality Contractor Classification

Submit engineer accreditation, financial documents, equipment inventory, and project portfolio to Dubai Municipality. Your classification grade determines the maximum building height and contract value you can accept. New entrants typically start at Grade 4 or 5.

Grade Building Height Max Contract Value Min. Experience (Degree Holder)
Grade 5 (Entry) Ground + 1 (villas) Up to AED 2 million 3 years
Grade 4 Ground + 4 (mid-rise) Up to AED 5 million 5 years
Grade 3 Ground + 12 Up to AED 20 million 7 years
Grade 2 High-rise Up to AED 50 million 10 years
Grade 1 Large-scale Up to AED 100 million+ 10+ years, extensive portfolio
Special Unlimited Unlimited Exceptional capacity

Step 5: Secure Office Space and Warehouse/Yard

Construction companies need physical office space (Ejari registered) plus a yard or warehouse for equipment and materials storage. Sign tenancy contracts and register with Ejari.

Step 6: Obtain Civil Defence Clearance

Fire safety and structural compliance certification for your office and operational premises.

Step 7: Register in the Central Contractor Register (Law No. 7 of 2025)

Mandatory under Law No. 7 of 2025 (effective 15 January 2026). All contractors must register in a unified register maintained by Dubai Municipality and integrated with the Invest in Dubai digital platform. Operating without registration is prohibited. Compliance deadline: 14 January 2027. Fines: AED 1,000 to AED 100,000 for first-time violations, doubling to AED 200,000 for repeat offences.

Step 8: Appoint NEBOSH/IOSH-Certified Safety Officers

Mandatory for all active construction sites. Minimum qualification: NEBOSH International General Certificate (IGC) with 3–5 years HSE experience. IOSH Managing Safely and OSHA 30-Hour also accepted. Senior roles require NEBOSH Diploma. Safety officers must be on site before any construction activity begins.

Step 9: Apply for DET Trade License

Submit all documents, MOA, approvals, and pay fees. License type is typically industrial or commercial depending on the activity. Receive your official trade license.

Step 10: Hire Staff & Process Visas

Register with MOHRE, obtain Establishment Card, process investor and employee visas through GDRFA. Construction companies often need large visa quotas for site workers. All technical staff must hold professional competency certificates under Law No. 7.

Step 11: Obtain Mandatory Insurance & Performance Bonds

Contractor’s All Risk (CAR) insurance covering physical damage to works, plant, machinery, and third-party liability. Professional indemnity insurance. Workmen’s compensation. Performance bonds (5–10% of contract value, issued by your bank).

Step 12: Register as Vendor & Launch Operations

Register on Dubai Government e-procurement portal, individual authority portals (RTA, DEWA, Dubai Municipality), and major developer approved contractor lists (Emaar, Nakheel, DAMAC, Meraas, Dubai Holding, Sobha). Register for corporate tax with FTA (9% on taxable income above AED 375,000).
