What is the Process of Indian Certificate Attestation for UAE?

Indian certificate attestation for the UAE is the mandatory legal process of verifying Indian educational, personal, or commercial documents through regional state authorities, India’s Ministry of External Affairs (MEA), and the UAE Embassy. Depending on the document type, the process includes the required State authentication in India, Ministry of External Affairs (MEA) attestation, followed by the unified UAE Embassy and UAE MOFA digital attestation. The UAE Embassy in New Delhi now directs India-issued documents through the UAE MoFA attestation service, including collection and return of original documents..

1. Document Authentication in India (State Level)

Before central government attestation, documents must be verified by the designated state-level department where the certificate was issued:

  • Educational Certificates: Verified by the respective State Human Resource Development (HRD) department or Higher Education Department. Online processing is available for participating institutions via the central e-Sanad portal.
  • Personal Documents: Verified by the State Home Department, General Administration Department (GAD), or authorized Sub-Divisional Magistrate (SDM).
  • Commercial Documents: Verified directly by the recognized regional Chamber of Commerce.

2. Ministry of External Affairs (MEA) Attestation

Once state-level verification is finalized, the original document is submitted for central MEA attestation in India. Note: Because the UAE is not a member of the Hague Apostille Convention, a standard Indian MEA apostille is not valid; a normal MEA attestation stamp is required.

3. UAE Embassy and UAE MOFA Digital Attestation

Following MEA approval, Indian documents are processed through the unified UAE Embassy and UAE MOFA digital attestation service. The UAE Embassy in New Delhi and consulate offices require submission of the original physical document to initiate the electronic pipeline. The UAE Ministry of Foreign Affairs (MoFA) Digital Attestation Service combines UAE Embassy and UAE MoFA attestation into a single application.

Step 1: State-Level Authentication

The marriage certificate must be authenticated by the designated authority of the Indian state or union territory where the marriage was registered. The Ministry of External Affairs requires state-level authentication before proceeding to MEA attestation.
