Saudi Embassy and Saudi Consulate attestation authenticate documents being submitted for use in Saudi Arabia. For a UAE-issued document requiring Saudi consular legalisation, UAE Ministry of Foreign Affairs attestation must be completed before submission to the Saudi mission. The document’s issuing authority, existing certifications and intended use determine the preparation required.

A document can be legally valid in the UAE but still have no recognised legal effect for a Saudi transaction until the UAE authentication is accepted through the Saudi attestation process. Saudi document ratification gives foreign-issued documents the legal recognition required for use before authorities, companies and institutions in Saudi Arabia.
This becomes important when the Saudi authority must actually act on what the document says:
Saudi attestation therefore does more than confirm that a stamp exists. It allows the Saudi authority receiving the document to rely on the UAE-issued legal act, declaration, qualification or authority for the purpose being completed in Saudi Arabia.
The document type and the purpose for which it will be used in Saudi Arabia determine whether Saudi Embassy or Saudi Consulate attestation is required.
Degrees, diplomas, transcripts and professional qualifications can require attestation for Saudi employment, Mosadaqa certificate verification, Saudi Council of Engineers requirements and SCFHS professional classification or registration. Mosadaqa verifies non-Saudi qualifications, while SCFHS requires authenticated foreign qualifications for relevant professional applications.
A UAE-attested degree is not automatically sufficient for Mosadaqa, SCFHS or another Saudi qualification process – the certificate must meet the requirements of the Saudi authority receiving it.
UAE-issued birth certificates and marriage certificates can require Saudi attestation for school admission, dependent residence, spouse and family applications, civil-status registration and other family procedures in Saudi Arabia.
If the UAE birth or marriage certificate was issued digitally by a supported UAE authority, UAE MOFA can apply Digital Attestation directly to the original digital certificate before it proceeds for Saudi use.
A UAE Power of Attorney can require Saudi attestation when it gives a lawyer, employee, shareholder or representative authority to handle banking, company, legal or government matters in Saudi Arabia.
The Saudi authority can only rely on the powers actually written in the POA – attestation authenticates the document but does not expand the representative’s authority.
Board resolutions, commercial Powers of Attorney, company letters, agreements, agency documents and corporate records can require Saudi legalisation for commercial documents for banking, company representation, contracting, agency appointments and other commercial transactions in Saudi Arabia.
Commercial documents follow their own Saudi ratification category and should not be prepared or priced as personal certificates. Saudi MOFA separately recognises educational, agency and marriage, commercial, letter and personal-status document categories.
For a UAE-issued document to be used in Saudi Arabia, it must first complete the required UAE authentication, followed by UAE MOFA attestation, Saudi Embassy or Saudi Consulate attestation in the UAE and, where required, Saudi MOFA ratification in Saudi Arabia. The preparation depends on the document type and the purpose for which it will be used.
The document must first be in the correct form for attestation. A UAE government-issued document, such as a Dubai trade licence or commercial register, can proceed according to the authentication available from its issuing authority. Privately executed documents such as a Power of Attorney, board resolution, company authorisation or commercial agreement may first require notarisation or certification before MOFA attestation.
The intended use should also be clear. A trade licence may be required to prove a company’s legal existence, licensed activities or ownership for a Saudi business transaction, while a Power of Attorney may authorise a representative to act before a Saudi company, bank, court or government authority.
Once the UAE document is properly prepared, it proceeds to the UAE Ministry of Foreign Affairs for attestation.
Personal and commercial documents are processed under different attestation categories. UAE trade licences, commercial registers, company documents and other corporate records fall under the commercial-document category. UAE MOFA authenticates the recognised UAE issuing authority, signature or seal before the document proceeds for Saudi legalisation.
After UAE MOFA attestation, the document is submitted to the Saudi Embassy or Saudi Consulate in the UAE.
This step legalises the UAE-authenticated document for Saudi use. For example, a UAE trade licence may require Saudi consular attestation before it is presented for a company registration, banking matter, commercial agreement or other business procedure in Saudi Arabia. A Power of Attorney may be attested so that an appointed representative can legally act on behalf of the principal in the Kingdom.
Saudi Embassy or Saudi Consulate attestation is not always the final step. When final Saudi ratification is required, the attested document proceeds to the Saudi Ministry of Foreign Affairs in Saudi Arabia.
Saudi MOFA ratification completes the foreign-document authentication chain after the UAE document has already received the required UAE authentication, UAE MOFA attestation and Saudi diplomatic mission attestation.
Once Saudi MOFA ratification is completed, the document can be presented to the Saudi authority, court, bank, employer, company or other organisation requiring it.
