FBI Identity History Summary Check

What Is an FBI Background Check?

An FBI background check, officially called an Identity History Summary Check, is a fingerprint-based review of identification and criminal-history information held by the FBI’s Criminal Justice Information Services (CJIS) Division. The report can contain information from fingerprint submissions connected with arrests and, in some cases, federal employment, naturalization or military service.

The FBI does not conduct a name-only search for an Identity History Summary request – current fingerprints are required to verify the applicant’s identity and process the request.

The official document is called an FBI Identity History Summary Check, but it is also commonly knows as an FBI background check, FBI police clearance certificate, FBI clearance certificate, FBI criminal record check, U.S. police clearance certificate or FBI PCC.

When Is an FBI Background Check Required in the UAE?

An FBI background check for UAE use may be required when an employer, licensing authority or government body asks for a U.S. criminal history record or police clearance.

  • Employment and job applications: FBI background check or U.S. criminal record clearance for certain UAE employers.
  • Professional licensing: FBI Identity History Summary for regulated or licensed professions.
  • Residence and visa applications: U.S. police clearance certificate when specifically requested for a UAE immigration or residency matter.
  • Government and security-related roles: FBI clearance for positions requiring additional background verification.
  • Applicants with U.S. history: FBI PCC or U.S. police clearance for people who previously lived, worked or studied in the United States.

An FBI Identity History Summary is not required for every UAE visa or employment application. It is needed when the requesting authority specifically asks for a U.S. federal criminal background check.

How to Get an FBI Background Check

To obtain an FBI background check from outside the United States, you must submit an Identity History Summary request to the FBI together with a complete set of fingerprints. The FBI does not provide this service through U.S. embassies or consulates.

The process generally involves:

  • Complete the FBI Identity History Summary request: Submit the application directly through the FBI’s available application method.
  • Prepare your fingerprints: Your fingerprints must be taken on the required FBI fingerprint card, such as Form FD-258, with clear impressions and complete personal details.
  • Submit the fingerprint card to the FBI: The completed fingerprints are sent to the FBI Criminal Justice Information Services (CJIS) Division for processing.
  • Receive the FBI background check: Once processed, the FBI issues the Identity History Summary showing the criminal-history information associated with your fingerprints.
  • Complete attestation for UAE use: If the FBI background check will be presented to a UAE authority, employer or licensing body that requires an attested document, it may then need U.S. Department of State authentication, UAE Embassy attestation and the required UAE-side attestation before submission.

For applicants in Dubai, Abu Dhabi or elsewhere in the UAE, the important first step is getting the fingerprints prepared correctly, because an incomplete or unclear fingerprint card can prevent the FBI request from being processed.

FBI Background Check Authentication by the U.S. Department of State

For an FBI background check to be used in the UAE, the FBI Identity History Summary must first complete federal authentication in the United States. Because the FBI is a federal authority, the document is authenticated by the U.S. Department of State Office of Authentications rather than by an individual Secretary of State.

UAE Embassy Attestation and MOFA Digital Attestation

After U.S. Department of State authentication, the FBI background check proceeds for UAE Embassy attestation in the United States and then UAE MOFA Digital Attestation for use in Dubai, Abu Dhabi and across the UAE. Once the UAE attestation requirements are completed, the document can be submitted to the employer, licensing authority, government department or other organisation requesting the attested FBI background check in the UAE.

GloboPrime Corporate Services Provider can handle the complete FBI background check attestation for UAE, including U.S. authentication, UAE Embassy attestation and UAE MOFA attestation.

Documents Required for an FBI Background Check from UAE

To request an FBI Identity History Summary Check from the UAE, applicants generally need:

  • Valid passport copy – for identity verification.
  • Emirates ID or UAE residence proof – commonly required when fingerprints are taken in the UAE.
  • FBI fingerprint card (FD-258) – the applicant must provide the fingerprint card, as UAE fingerprinting locations do not normally supply FBI cards.
  • Current fingerprint impressions – fingerprints must be taken clearly and submitted with the FBI request.
  • Completed FBI Identity History Summary application – including the applicant’s full personal and contact details.
  • FBI application or submission confirmation – when applying through the FBI’s online request system.
  • Payment and return delivery details – for the FBI processing fee and delivery of the completed background check.
