What Is Philippine Marriage Certificate Attestation?
Philippine marriage certificate attestation is the authentication and legalisation of a marriage certificate issued through the Philippine Statistics Authority so that it can be presented to UAE government departments and other organisations requiring an officially attested foreign marriage document.
A PSA Marriage Certificate records the registered details of a marriage, including the names of the spouses, date and place of marriage. For attestation, the PSA record should be clear and verifiable. If any entry is unclear or contains an erasure or deletion, an LCR Marriage Certificate Form 3A may also be required before the document can complete authentication. Current PSA eCertificates also contain verification information that must correspond with the details shown on the certificate.
If the marriage took place outside the Philippines, the relevant PSA civil registry document may instead be a Report of Marriage. This records a marriage celebrated abroad after it has been reported and registered through the Philippine civil registration system.
Philippine Marriage Certificate Attestation Process for UAE
A Philippine PSA marriage certificate for use in the UAE must complete DFA authentication in the Philippines, followed by UAE Embassy Manila and UAE MOFA attestation. Under the current system, the UAE Embassy and UAE MOFA steps are completed through the same UAE attestation application rather than as two separate applications.
Step 1: Obtain the PSA Marriage Certificate
Use the PSA-issued marriage certificate showing the correct names of both spouses, marriage date, place of marriage and registration details. If the PSA certificate has an unclear entry, erasure or deletion, an LCR Marriage Certificate Form 3A can also be required before authentication.
Step 2: DFA Apostille
The PSA Marriage Certificate must be apostilled by the Philippine Department of Foreign Affairs (DFA) to authenticate the document for overseas use.
For a PSA marriage certificate being used in the UAE, do not select an electronic Apostille as the final document. The UAE is not an Apostille Convention country, so the DFA issues a physical Certificate of Authentication for the PSA document for further embassy legalisation.
When applying, select United Arab Emirates as the destination country. The current DFA system identifies it as a non-Apostille destination and prepares the Philippine authentication required before UAE Embassy legalisation. Since 16 March 2026, PSA eCertificates going to non-Apostille countries follow the physical Certificate of Authentication process rather than the Philippine e-Apostille process.
Step 3: UAE Embassy Manila + UAE MOFA Digital Attestation
After DFA authentication, the Philippine marriage certificate proceeds through the UAE attestation application for UAE Embassy Manila and UAE Ministry of Foreign Affairs attestation. The authenticated physical document is handled through the approved submission or courier process in the Philippines.
The UAE side is completed through one attestation application covering the UAE Mission and UAE MOFA requirements. Once both UAE attestations are completed, there is no second MOFA application to start after the marriage certificate reaches Dubai or Abu Dhabi.
Can I Order a PSA Marriage Certificate While Living Abroad?
Yes. Filipinos living outside the Philippines can order a PSA Marriage Certificate online through the PSA’s international ordering service. The request is completed online, followed by identity verification, and the applicant can access a PSA e-Certificate before arranging international courier delivery of the physical certificate.
For a PSA Marriage Certificate intended for UAE attestation, the document can also be ordered through the available Direct to DFA Apostille option, allowing the PSA certificate to be transmitted for DFA Apostille processing before continuing with the UAE attestation requirements.
