What is a Certificate Equivalency?

A Certificate Equivalency, also referred to as a Certificate of Recognition, is an official document issued by the UAE Ministry of Education. It validates that a degree or academic qualification obtained from a foreign institution meets UAE academic standards. The Certificate Equivalency Department (CED) ensures that academic qualifications obtained abroad meet the UAE’s educational standards.  Equivalency Certificate validates the comparability of foreign educational qualifications to UAE standards.

This certificate ensures:

  • Your degree or diploma is from an accredited institution abroad.
  • Your qualification aligns with UAE Ministry of Education standards and international academic benchmarks.

Obtaining this certificate is essential for:

  • Employment in government, technical, and regulated sectors.
  • Higher education admissions in UAE institutions.
  • Golden Visa applications, especially for professionals, entrepreneurs, and students.
  • Skilled/Level 1 visas for highly qualified individuals.

Whether you’re aiming to build a career, continue your studies, or secure residency in the UAE, an equivalency certificate is the first step toward official recognition of your academic achievements.

Why Do You Need a Certificate Equivalency?

A certificate equivalency is essential for various professional, academic, and immigration purposes:

  1. Employment Opportunities:

    • Mandatory for government and semi-government roles.
    • Essential for licensing in specialized professions like healthcare, engineering, and education.
    • Required for promotions or managerial roles.
  2. Higher Education Pursuits:

    • Necessary for admission to UAE universities, particularly for postgraduate studies.
    • Recognized qualifications allow credit transfers and course exemptions.
  3. Visa and Residency Applications:

    • A prerequisite for UAE Golden Visa applications for highly skilled professionals.
    • Mandatory for visas requiring managerial or executive-level qualifications.

Certificate Equivalency Services Transitioned to MOHESR – Effective November 1, 2024

As of November 1, 2024, the Certificate Equivalency and related higher education services have been officially transitioned to the Ministry of Higher Education and Scientific Research (MOHESR). This strategic move consolidates all equivalency and higher education services under one unified authority, ensuring:

  • Streamlined Processes: A more efficient, user-friendly experience for individuals applying for certificate equivalency or academic recognition.
  • Consistency in Academic Recognition: A unified framework for validating international qualifications against UAE standards.
  • Improved Accessibility: All equivalency services can now be accessed through the MOHESR portal for greater transparency and faster processing.

This transition reflects the UAE’s commitment to enhancing educational services, making it easier for students, professionals, and skilled workers to have their qualifications recognized for employment, further studies, or visa applications, including Golden Visa eligibility.

Overview of the Certificate of Recognition / Equivalency Certificate in the UAE Process

The recognition process involves two primary stages:

  1. Degree Verification: Authenticate your degree through one of the MoE’s authorized verification partners.
  2. Application for Certificate of Equivalency: Submit your verified documents to the MoE to obtain an official Certificate of Equivalency.

Note: It is essential to complete Stage 1 before initiating Stage 2.

Degree Attestation and Equivalency Process: A Step-by-Step Guide

The UAE requires an attested and verified degree for various purposes, including employment, further education, and professional licensing. Here’s a detailed breakdown of the stages involved:

Stage 1: Degree Attestation

What is Degree Attestation? Degree attestation confirms the authenticity of your qualification and ensures it was issued by a recognized institution.

Steps for Attestation:

  • Obtain the original degree certificate and transcript from your institution.
  • Get them attested by:
    • The Ministry of Education in the issuing country.
    • The UAE Embassy in that country.
  • Translate the documents into Arabic or English, if necessary.

Stage 2: Verification Through Authorized Partners

The Ministry of Education (MoE) partners with trusted organizations to verify foreign degrees:

  • DataFlow Group
  • Quadrabay

Steps for Verification:

  • Create an account on the partner’s platform.
  • Submit your degree, transcripts, passport, and proof of residency.
  • Provide information about your institution and study program.
  • Complete the payment online (varies by degree type).
  • The partner will contact your institution for confirmation.
  • Receive a verification report, including a reference number for your MoE application.

Stage 3: Applying for a Genuineness Letter

A Genuineness Letter confirms that your degree was awarded by an accredited institution. Not all countries require this letter.
Countries like the USA, UK, Australia, and Canada often bypass this through cultural missions.

How to Obtain a Genuineness Letter:

  • Contact your university or college.
  • Request the embassy in your country to validate your qualification.
  •
Degree Verification (Mandatory)

Applicants must verify their degree through authorized verification services such as DataFlow or QadraBay.
This step ensures that the degree is genuine and issued by an accredited institution.
Genuineness Letter (Optional)
Not Required as a Primary Step: Instead of obtaining a genuineness letter, applicants should directly proceed with degree verification through DataFlow or QadraBay.
Validation of Genuineness Letters: If an applicant already has a genuineness letter, it must be validated through DataFlow or QadraBay and converted into a Verification Report. Only then can it be used as part of the equivalency process.

Stage 4: Obtain an ICA Travel Report

What is an ICA Travel Report? The ICA Travel Report is an official document that provides proof of your physical presence in the issuing country during your studies. It includes detailed entry and exit records, which are critical for demonstrating compliance with UAE equivalency requirements.

How to Apply for an ICA Travel Report:

  • Visit an ICA Customer Happiness Center:
    • Submit your Emirates ID, passport, and the required time period for verification.
  • Use the DubaiNow App (for Dubai Visa Holders):
    • Log in using your UAE Pass and select the “Request for Travel Report” service.
    • Fill out the application and submit online.
  • Apply Through Tasjeel Service Centers:
    • Visit a Tasjeel center and request the report in person.

Stage 5: Submit Your Equivalency Application Online

Once your documents are ready, submit your application through the MoE portal:

  • Visit the MoE website: MOE Certificate Equivalency.
  • Log in using UAE PASS.
  • Complete the application form and upload documents.
  • Enter the verification reference number.
  • Pay the application fee online.
  • Submit and track your application status.
