If you hold an engineering degree from outside the UAE and plan to practise as a professional engineer, an equivalency certificate (Certificate of Recognition) is one of the first documents you will need. The UAE requires this credential at three critical points: registering with the Society of Engineers (SOE), obtaining a professional engineer licence through the Department of Municipalities and Transport (DMT) in Abu Dhabi or Dubai Municipality, and applying for a Golden Visa under the engineer or specialist talent category.
Without an MOE/MOHESR equivalency certificate, your foreign engineering degree is not officially recognized by UAE authorities, which means you cannot legally register as a practising engineer, bid on government contracts, or access senior engineering roles that require SOE membership.
The equivalency certificate for engineers is an official document issued by the UAE Ministry of Higher Education and Scientific Research (MOHESR, which took over from the Ministry of Education in November 2024). It confirms that your foreign engineering degree, whether a bachelor’s, master’s, or PhD, meets the academic standards set by the UAE’s National Qualifications Framework (NQF).
For engineers specifically, the equivalency carries additional weight because it is a prerequisite for registration with two key bodies:
1. Society of Engineers (SOE): The SOE is a semi-government organization under the UAE Ministry of Community Development. All engineers practising in the UAE must hold SOE membership. According to the SOE’s official registration requirements, applicants need a bachelor’s degree in engineering attested by the UAE Ministry of Foreign Affairs, plus an MOE equivalency certificate if the degree was earned outside the UAE.
2. Department of Municipalities and Transport (DMT): In Abu Dhabi, engineers must obtain a professional licence through the TAMM government services portal. The DMT licensing process requires a verified degree with equivalency certification for those who studied outside the UAE.
